The best time to know is when you have 50% growth, as this will allow the turf to maintain density, and yet keep stress to a minimum on the plants themselves.
While pests do not normally become a great problem in sports athletic turf fields, it's because of constant attention. If you continually monitor your sports field for weeds or other types of pests, you're going to wind up using less high-tech equipment and pesticides in the long run reducing your cost.
Watering is all according to your climate, but it's been well researched that watering in cycles is best for the actual plants. This means you need to soak it deep into the ground approximately four to five inches, so the your irrigation actually reaches the roots.
